Guest Bio:

Xiong Shiwei is a senior economist and a first-class researcher and director of Shanghai Municipal Commission of Economy and Informatization (SMCEI). He has long been engaged in urban planning and regional economy, industrial planning and industrial policy, as well as enterprise development strategy and other areas of government decision-making and consulting research, and has won the Shanghai Municipal People's Government Decision-Making and Consulting Research Award for Outstanding Achievements for a number of times. During his working period, he has published more than 50 academic papers in various economic and urban core journals. He has also published the monograph “Reinvention: Cities, Regions and Networks in the Age of Globalization”, edited the books “Against the Trend - Perspectives on Highlights of Industry and Informatization”, “Going with the Trend - Exploring Urban Digital Transformation”, “The Future of Urban Digital Transformation” and “The Future of Urban Digital Transformation”. -Exploring the Digital Transformation of Cities“, ”Acting on the Momentum - Paths to Enhance the Soft Power of Cities“, ”Digitalization New Transformation - Digital Economy Enabling the High-Quality Development of Shanghai's Cities“, and ”Creating World-Class Industrial Clusters in the Yangtze River Delta". In addition, he has participated in the preparation of more than 10 books, including “Industrial Policy: Summary, Reflection and Prospect” and “Wisdom of the World: A Report on the Integration and Development of the Yangtze River Delta Region”.

Synopsis：

This year is the year of preparation of the Tenth Five-Year Plan as well as the concluding year of the Fourteenth Five-Year Plan. This year is the year of preparation of the “Tenth Five-Year Plan” and the closing year of the “Fourteenth Five-Year Plan”, the development of Shanghai's new quality productivity and accelerating the high-quality development of the industry in accordance with local conditions is an important issue for the implementation of the central government's economic work in the future to maintain the high quality of the economy and stable growth. Some forward-looking and strategic judgments and opinions are made, aiming to base on the background of the times faced by the “Tenth Five-Year Plan”, to study the new trend, to grasp the time and situation, to set up new concepts, to grasp the new connotations, to point out the logical starting point of the “Tenth Five-Year Plan” by sorting out the logic of development, and to analyze the influence of the variable factors.
