Introduction to the Project
In response to the central government's requirement of "realizing positive interaction between high-quality development and high-level security", especially "strengthening the early warning, prevention and control, and protection systems and mechanisms for overseas interests and investment risks", the project "Research on Dynamic Risks Faced by China's Overseas Assets and Countermeasures" addresses this major national strategic need. Centering on reducing the dynamic risks of China's overseas assets, the project constructs an overall framework of "geopolitical risk events—asset vulnerability—comprehensive response strategies", clarifies the laws and mechanisms of the "multi-source concurrent—dynamic evolution—cascading amplification" dynamic risks faced by China's overseas assets amid changing geopolitical relations. By developing new paradigms, new theories and new tools, and applying systematic thinking, the project explores the establishment of a multi-level comprehensive and coordinated resilient governance mechanism and institutional policy design covering "national—industrial—enterprise" levels. It aims to break through the traditional static risk paradigm, achieve comprehensive, dynamic and systematic response to the dynamic risks of China's overseas assets, and enhance the security of China's overseas assets.
