Guest Bio:

  Zhe Li, Xiangyang, Hubei, is an associate professor and doctoral supervisor at the School of Accounting, Central University of Finance and Economics (CUFE), and deputy director of the Finance Department of CUFE. He was awarded the Longma Scholar (Young Scholar) of Central University of Finance and Economics. He is also a special researcher of Beijing Xi Jinping Research Center for Socialist Thought with Chinese Characteristics in the New Era, deputy director of the Research Center for Capital Market Regulation and Reform of Central University of Finance and Economics, and a special researcher of the Chinese Government Audit Research Center. He was the Deputy Director of the Department of Financial Accounting at the School of Accounting, Central University of Finance and Economics, the Director of the Academic Exchange Center at the School of Accounting, Central University of Finance and Economics, and the Director of the Party Building Innovation Center at the School of Accounting, Central University of Finance and Economics. He worked at the Tax Cadre College of the State Administration of Taxation and served as an independent director of listed companies and banking institutions. He is now serving as an expert of the Funding Supervision Center of the Ministry of Education, the Personnel Development Center of the Ministry of Human Resources and Social Affairs, the Beijing Municipal Education Commission, the Qinghai Provincial Department of Finance, the Bejing Stock Exchange, the State Grid Corporation, and a national expert on climate change adaptation of the Ministry of Ecology and Environment. He was awarded the First Prize of Beijing Young Teachers' Basic Skills Competition, the Best Teaching Plan Award, the Best Teaching Presentation Award, the Best Teaching Reflection Award, the First Prize of Central University of Finance and Economics (CUFE) Young Teachers' Basic Skills Competition, and the Central University of Finance and Economics (CUFE) Special Contribution Award. Presided over the National Natural Science Foundation of China (surface and youth programs), the Humanities and Social Sciences Fund of the Ministry of Education, and the Industry-University-Research Collaborative Education Program of the Ministry of Education. Awarded the first prize of Aceville High Download Scholar, Hongji Shiyi Excellent Academic Paper, and PricewaterhouseCoopers Annual Excellent Paper Award. His Chinese papers have been published in Economic Research, Management World, Journal of Management Science, World Economy, Accounting Research, Financial Research, Auditing Research, etc.; his English results have been published in The Accounting Review (UTD24)(FT50), Review of Finance (FT50), Journal of Corporate Finance, and other articles in China Accounting News, Economist's Tea House, and VOX China.

Synopsis

  China's ecological pollution mainly comes from industrial pollution, and urging industrial enterprises to reduce pollution emissions is an important measure to improve environmental quality and realize green development. However, in the process of fulfilling their pollution reduction responsibilities, there is no lack of local emission reduction and spillover emission increase, which is contrary to the concept of ecological civilization construction. In view of this, this study empirically analyzes the implementation effect of China's most typical “top-down” environmental governance mechanism, the central environmental protection inspection system, based on the hand-arranged high-granularity data of listed companies' polluted outfalls from 1998 to 2021 using the double-difference model. The implementation effect of the central environmental protection inspection system, the most typical “top-down” environmental governance mechanism in China, is empirically analyzed using double difference models. This study provides new documentary evidence for the implementation effect of China's environmental governance policies, and is of great significance for improving the effectiveness of China's environmental protection inspections and solving the problem of “pressing the gourd to float up the dipper”, which in turn improves the economy, fairness and efficiency of China's environmental governance.
