  Peide Liu, Dean of the Institute of Big Data and Artificial Intelligence at Shandong University of Finance and Economics, holds the rank of Level II Professor and serves as a doctoral supervisor. He is a member of the Shandong Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), a standing committee member of the Shandong Association for Science and Technology, and a government advisor to the Jinan Municipal People's Government. He holds 11 authorized invention patents and has established 6 national and local standards. He has been consecutively selected as a Clarivate Analytics Highly Cited Researcher for five years (2018-2022) and featured on the Elsevier China Highly Cited Scholars list for eleven consecutive years (2014-2024). As the lead researcher, he has received two Third Prizes in the Ministry of Education's Humanities and Social Sciences Awards, seven First Prizes in the Shandong Provincial Social Science Outstanding Achievement Awards, one First Prize in the Shandong Provincial Teaching Achievement Awards, one First Prize in the Shandong Provincial Patent Awards, two Second Prizes in the Shandong Provincial Natural Science Awards, and one Second Prize in the Shandong Provincial Science and Technology Progress Awards. He has led multiple vertical research projects, including the National Key R&D Program, major projects under the National Social Science Fund, general projects under the National Natural Science Foundation, and Shandong Provincial Major Innovation Projects. Serves as Director of five provincial-level platforms, including the Shandong Provincial Key Laboratory of Blockchain Finance and the Shandong Provincial Engineering Research Center for Intelligent Technology in Emergency Management and Social Governance. Concurrently holds positions as Chairman of the Shandong Electronic Society, Executive Council Member of multiple national-level academic societies including the China Society of Information Economy, and Associate Editor for several international journals such as IEEE Transactions on Fuzzy Systems and Information Sciences. Has served as Conference Chair or Program Committee Chair for numerous international academic conferences and has been invited multiple times to deliver keynote presentations.

Synopsis:

  Research and develop a technical framework for constructing a data element market based on blockchain theory and technological achievements, supporting the resourceization, assetization, and capitalization of data elements; Develop new technologies to enhance data rights confirmation, labeling, storage, trading, utilization, and governance processes; research blockchain-based data transaction verification tools to track usage and achieve full-process traceability of transaction data; propose incentive mechanisms involving multiple stakeholders to establish novel market allocation mechanisms for data elements; develop a distributed data trading platform based on blockchain technology and conduct application demonstrations in relevant fields.
