Professor Yongtao Guan is currently a Presidential Chair Professor and Associate Dean of the School of Data Science at The Chinese University of Hong Kong (Shenzhen), a Senior Research Scientist at the Shenzhen Research Institute of Big Data, and a Fellow of the American Statistical Association. He previously served as Associate Professor of Biostatistics at Yale University, the Leslie Barnes Chair Professor and Chair of the Department of Management Science at the Herbert Business School of the University of Miami, Director of the Deloitte Research and Practice Analytics Institute, and Director of the Government and Law Laboratory at the Shenzhen Research Institute of Big Data.
Professor Guan received his Ph.D. in Statistics from the University of Texas in 2003. His research focuses on spatiotemporal big data analysis, longitudinal data analysis, and recurrent event analysis. He is a world-class expert in high-resolution spatiotemporal data analysis and has extensive experience in interdisciplinary collaboration. His numerous research findings have been published in top international statistics and machine learning journals and conferences. His work has been widely and highly recognized by peers, receiving awards such as the National Science Foundation Career Award, the Distinguished Alumni Award from the Department of Statistics at the University of Texas, and the Annual Researcher Award from the Herbert Business School of the University of Miami. Professor Guan has recently focused on the development and application of large language models and is currently the Principal Investigator of the major national science and technology project "Key Technologies and Application Demonstration for Intelligent Collaborative Supervision of the Entire Administrative Law Enforcement Process".
Synopsis:
Centering on the goal of comprehensively building a "smart rule-of-law" system and addressing key pain points in administrative law enforcement supervision, this project studies training techniques for administrative law enforcement supervision data models based on case dynamics, automatic generation of electronic case files for administrative law enforcement using vertical-domain large language models, risk early warning and intelligent review of legal compliance throughout the entire process, and assessment techniques for the quality and efficiency of administrative law enforcement based on multi-dimensional situational awareness. It proposes a theoretical framework of "behavior-perception-quality-efficiency-decision" for the entire process of administrative law enforcement supervision. On this basis, it develops a knowledge base of administrative law enforcement cases, an auxiliary system for generating electronic case files, a risk early warning and intelligent review system for legal compliance, and a quality-efficiency evaluation system for administrative law enforcement. It also develops an intelligent collaborative platform integrating national, provincial, and municipal levels, and conducts application demonstrations in the Ministry of Justice and provincial/municipal judicial administrative departments in Guangdong and Yunnan (Shenzhen and Mengzi), covering regions with significantly different demographic, social, and economic conditions to maximize the value of the application demonstration.
